The Nexus in Practice: Civil Society Perspectives on the DAC Recommendation

This CSO-led report, produced by the Peace & Security Thematic Working Group of the DAC-CSO Reference Group, explores how the Humanitarian–Development–Peace (HDP) Nexus is being implemented four years after the OECD/DAC Nexus Recommendation was adopted. Drawing on global survey data and online consultations, the report identifies critical gaps—including donors’ lack of political will, the deprioritization of peace, and insufficient funding.
It puts forward key recommendations from civil society:
Transform the HDP system
Intensify efforts toward localization
Strengthen the capacities of civil society
Developed in collaboration with Reality of Aid – Asia Pacific (RoA-AP), CSPPS, and ICVA, the report engages ongoing DAC/INCAF monitoring efforts and offers stories of change, lessons learned, and practical examples from the ground.
